The ADCA is currently operating with a deficit budget and items considered for increases were the free memberships for first time owners, raising membership fees, printing costs for the Bulletin and other publications, postage costs, and advertisement costs. A Task Force will be appointed to analyze costs and sources of revenue and report its findings back to the BOD.
Regions 1, 2, 4, and 11 are scheduled for elections this year. Region 3 has an interm Director and will also be included in the ’09 elections mailings.
There is concern regarding the ratio of members to Regional Directors, with some Regions having few members and others large numbers. A Task Force consisting of Judy Nocks and Pam Malcuit was formed to complete an analysis with information from the Registrar of the membership ratio in each Region and report back to the BOD.
There was discussion of ‘record of birth’ category for steers. There was also discussion of genotyping the offspring in order to register an animal if the sire is not genotyped.
Athens, Tennessee has been selected by Region 8 as the 2010 AGM site. 2011 AGM has been tentatively set for Region 6 (Kansas, Nebraska, Oklahoma) Recess for Lunch & Reconvene at 2:00 p.m.
A handout from Pam Malcuit clarified the SOP for what is being used for research by the TAM lab. Questions followed about CD testing from other labs being accepted. It was the consensus of the BOD to leave the testing protocol the same with Texas A&M to remain the ADCA data repository.
A one page SOP draft was submitted for addition to the form by Pam Malcuit. Genotyping shall be done at the owner’s expense at the ADCA’s designated laboratory. Genotyping MAY be done by other qualified laboratories and may be accepted by the ADCA, if the ADCA’s designated laboratory determines that those genotype reports are compatible and can be assimilated into the ADCA genotype database for the purpose of parentage qualification. Mike Vaughn moved to accept the Genotype Requirement protocol. Motion seconded by Dan Butterfield. Motion carried unanimously. STANDARD OPERATING PROCEDURES/RULES & REGULATIONS

(b) ….Procedures shall be the responsibility of the Board of Directors of the ADCA. (d)…..resignation shall take effect upon receipt of request for resignation (without refund of dues paid for the membership year).
(a)…Application for registration of Dexter cattle will be made to the Registrar of the ADCA.
(f) Included on the registration/transfer form must be the birthdate, color, sex, sire and dam registration numbers of the animal being registered. (h) All registration applications for animals over two years of age are to be reviewed by the Registrar and may be reviewed by the Pedigree/Genetics Committee. If necessary, DNA testing may be required.

(d) Foreign animals must be registered in the ADCA prior to their calves qualifying for registration. Animals to be registered must follow the ADCA SOP for Genotyping. (e) All embryos are to be parentage verified and follow the ET Protocol.
A straw poll was taken regarding the definition of a 5-generation pedigree. Pam Malcuit moved that the ADCA Definition of a Five-Generation Pedigree be defined as five (5) generations to equal (=) 62 ancestors. Motion seconded by John Foley. Motion passed 8 yeas, 2 nays, 0 abstain. The definition will go into effect as of 6/24/09 and all previous issues regarding 5-generation pedigrees will be grandfathered into the registry.
There was discussion regarding possible problem scenarios for registration of calves sired by bulls which are not genotyped in 2010. The decision was to leave the questions to the Pedigree & Genetics Committee to be reviewed and dealt with using a SOP.
(c) Advertising money will be available in the Region where the AGM is to be held each year. AGM expenses will be paid by the ADCA Treasurer following SOP guidelines.
The procedure will begin August 15th for nominations. Nominations will close on September 10th, proxy ballots will include a statement of the nominee qualifications and will be sent on October 7th with a final return date of October 25th. Election meeting dates for each Region affected will be scheduled sometime between the 1st and the 30th of November. Following each individual Regional Meeting, the chairman/secretary will have 48 hours to notify the ADCA Vice President and BOD of the election results. The candidates will then be notified of the election results by the Vice President. If there is only one candidate nominated in a Region, that candidate will be declared the Regional Director by acclimation without proxy ballots being mailed out and returned.
Belle Hayes is to be a lifetime-honorary committee member. After nominations are in to the Committee and a winner selected by them, she is to be notified of the recipient by the Chair Person of the Talisman Award Committee. The 2009 Talisman Award recipient is the Peerless Herd (Kay Moore-Baker & Michael P. Moore). Clay Adams moved that nominations for the Talisman Award be submitted on an annual basis and nominees not be carried over from year to year. Judy Nocks seconded the motion. Motion carried unanimously.
